It's described as a blend of cereal, peanut butter, chocolate, and powdered sugar.
Remember those old Reese's Peanut Buter Cup commercials, where a guy carrying chocolate bumps into a guy carrying peanut butter? Well, in this case there would have been a third guy carrying cereal, and all three of them falling into a giant vat of powdered sugar.
You can buy them online from Nancy's (look under "Nuts and Brittles")...

Seems like this and the Jeff Foxworthy beef jerky could be one and the same.
These are just a commercially-packaged version of an easy homemade recipe called "Puppy Chow". All you do is melt the peanut butter, chocolate chips, and a couple other ingredients together, pour them over Chex cereal, then shake the coated cereal in powdered sugar.
You can find one version of the recipe here:
Puppy Chow Recipe at Cooks.com.
Back up a level at cooks.com and you get a LOT of variations on the theme of people chow. My family does them with Golden Grahams. Getting a sugar rush just thinking about them ....
